What is the proposed 395 Flatbush Avenue Extension Redevelopment project?

The visionary proposal is set to transform an obsolete office building on the corner of Flatbush Avenue and Fulton Street into a modern, all-electric, light-filled mixed-use development, comprising approximately 1,263 apartments, 66,000 square feet of ground-floor retail, 75,000 square feet of office or community facility space, and 10,000 square feet of streetscape improvements that will breathe new life into this critical intersection.

How does the project help advance the city’s affordable housing goals?

This project is set to deliver the most affordable housing of any single new construction project in Community District 2 in a decade and does so without receiving any loans or grants from the city.

Of the 1,263 apartments, at least 25% will be set aside as permanently affordable at an average of 60% AMI (or $87,480 for a family of three). Of those, approximately 130 apartments would be eligible for very low-income households at 40% AMI (or $58,320 for a family of three). This level of affordability aligns with the goals set out in the City of Yes for Housing Opportunity and the City’s Mandatory Inclusionary Housing program.

What public benefits will the project provide?

395 Flatbush will overhaul the public realm with approximately 10,000 square feet of transformative streetscape improvements that will help refresh and improve one of the busiest intersections in Downtown Brooklyn and complement the newly redesigned Fulton Mall. A centerpiece of the plan is a new 4,750-square-foot privately maintained landscaped public plaza with plantings and seating that will add much needed open space. The project will also widen sidewalks along these vital arteries to create more room for pedestrians and expand the public entrance for the DeKalb Avenue station to open up and enhance subway access at this busy stop. The 66,000 square feet of ground-floor retail will further activate the streetscape and bring needed services and amenities to the neighborhood.

Have project developers made any labor commitments?

Yes, they've committed to utilizing 485x Zone B construction standards, with a 25% MWBE participation commitment, and to meeting the City’s HireNYC labor standards for building operations once open.

Who is part of the project team?

395 Flatbush is being designed by New York-based architecture firm TenBerke, founded by 2025 AIA Gold Medal recipient Deborah Berke. Rabina and Park Tower Group are the co-developers on the project.

What is the history/background of the site?

The site is currently home to a 1970s office building referred to in recent years as one of Downtown Brooklyn’s “biggest eyesores.” The land, owned by the City of New York, is subject to a ground lease with Rabina and Park Tower Group through February 2072.

What is the status of the project?

The City of New York, together with Rabina and Park Tower Group, is seeking a series of land use actions through the city’s Uniform Land Use Review Procedure (ULURP) to unlock the site’s potential to provide much needed housing, including affordable housing. The Department of City Planning certified the project in August 2025 and in September Community Board 2 voted to approve the project with conditions. The development team is continuing conversations with neighbors, businesses, and other stakeholder groups to ensure the project meets the needs of the community.
